All Products including manufactured and imported goods must meet and comply with Australian Standards and in particular ACCC, AICIS and TGA standards. Soap makers and/or importers must comply with AICIS requirements.Ā It is also the customers duty to understand the requirements and whether they need to be registered with AICIS to be able to import, manufacture and sell their goods.Ā Goods imported into Australia need to meet the applicable standards that are determined by the government.

If your products are not included in the supported products list for AUZi’s soap and candle makers policy, the cosmetic manufacturing policy may be more suitable. The cosmetic manufacturing policy covers a large range of cosmetic products, and is an extension of the soap and candle makers policy.

What laws, standards and regulations apply to soap makers?
As a soap maker and/or importer, you must comply with laws, regulations, and standards regarding cosmetics. Soap is deemed a cosmetic byĀ AICIS.
Thus, there are a number of laws, regulations, and standards that apply to anyone making soap.
It is best to consult a compliance expert who can guide you on compliance for soap making. You can read more on compliance here.
What is the mandatory standard for ingredient labelling?
All suppliers (including manufacturers, importers, distributors and retailers) must comply with the Australian Competition and Consumer Commissionās (ACCC) mandatory standard for ingredient labelling of cosmetics.
UnderĀ Australian Consumer Law, the ACCC can take action against misleading or deceptive claims on cosmetic product labels.
Do I need to be registered with AICIS?
Generally you need to register your business with AICIS if you are:
- Making soaps in Australia with a process involving a chemical reaction ā for example saponification using lye
- Importing soaps from overseas ā this applies to packaged products ready for sale and soap that will be packaged locally.
- Importing chemical ingredients into Australia for soap making.
